Signing in is not the same as being let in.
Microsoft proves who you are. Whether you are admitted is decided separately, by two lists this console keeps: your email domain has to be listed, and your exact address has to be listed under it. Being on one without the other admits nobody.
If you are turned away after signing in, that is those lists rather than your account — an existing Admin can add you.
